Simpson and Robertson arrived 16th. July. not to appoint Council until about the end of August. Shall be glad to hear from you suitable date by which Provisional Powers Committee can come to an end and Council can be appointed, From the same date I propose to appoint Simpson to act as Vice Chancellor assuming you will not be back in Hong Kong by then.
Provisional date for reopening the University is
11th October. Work on building is starting now and is expected to be completed before the end of September. Estimated cost about 350,000 Hong Kong dollars will be provided in the first instance from Hong Kong Government grant. Morse, who has seen the estimate, agrees and would like covering approval of Provisional Powers Committee for the expenditure.
Most important equipment should be despatched immediately and it is particularly requested that care may
be taken to arrange for it to be shipped in a vessel which will be certain to arrive before the end of September. Staff also should proceed in time to reach Hong Kong by the end of September. Ends.
